According to EU Helpers, the new project, known as the "integration benefit" or "Adl," will go into effect on January 1, 2024, and would provide certain types of third-country residents who are legally residing in Italy with a supplement family income and help with rent payments.
In exchange, qualified citizens of third countries must adhere to a customized course of action that include participating in job or training opportunities as well as actively participating in policy initiatives.
According to the Italian Ministry of Labour and Social Policies, families with at least one member who is disabled, a minor, over 60, or in a "disadvantaged situation and enrolled in a care and assistance program that is run by national social and health services" will be eligible for the family income supplement and the rent contribution.
Third-country nationals are only eligible to use the program if certain conditions are met. The applicant must have international protection in Italy, a long-term residence status, or be the family member of an EU citizen with a permanent residence permit in order to be eligible both at the time of application and during the payment period.
Additionally, third-country nationals must have lived in Italy continuously for the two years before to their applications in order to be eligible for the scheme. This means that they must have lived in Italy for at least five years. Family members who meet the Adl eligibility requirements must also reside in the same area.
The Ministry emphasizes that the applicant must additionally demonstrate that they have not been charged in the previous ten years and that they are not the subject of a "precautionary measure" in addition to the previously stated requirements.
In terms of the financial prerequisites, the Ministry emphasizes that the applicant's family must collectively hold a legitimate indicator of equivalent economic status (ISEE) of no more than €9,360 in order to be eligible for both the family income supplement and the rent contribution.
There are more prerequisites. If every one of them is satisfied, the annual income supplement will total up to €7,560.
