To address the shortage of skilled workers, the government of the German-speaking Community in Belgium has introduced the DuO training grant initiative. Inspired by successful models in South Tyrol and Austria, this initiative aims to attract candidates to pursue studies or training in occupations facing shortages and retain these professionals in East Belgium.
Through a budget fund created via a decree issued on June 26, 2023, the government offers the DuO training grant to eligible trainees or students enrolled in higher education institutions recognized by the German-speaking Community. This includes those pursuing journeyman's certificates, practitioner's certificates, brevets, or bachelor's diplomas, as well as those with training contracts with recognized companies through the Institute for Training and Further Education in Small and Medium-Sized Enterprises (IAWM).
Acknowledging the importance of public health, the government also provides interest-free loans for the six-year basic training of medical and dental students in state-recognized higher education institutions within the European Union and other contracting states.
Annually, the government publishes a list of courses and training programs that prepare students for shortage occupations, entitling them to interest-free loans. These occupations, including teaching, care, and craft professions, are determined based on analysis by the Labour Office.
The interest-free loan, set at €350 per month for the standard duration of study or apprenticeship, can be extended for up to one year. Additionally, apprentices can combine the loan with other support measures, such as study grants and start-up bonuses.
Borrowers are not required to repay the loan if they engage in part-time employment in the German-speaking Community for at least five years within ten years after completing their studies or training, promoting long-term retention of skilled workers in the local labor market.
